Challenges to Pollution Prevention and Control in Telangana: Institutional, Socio-Economic, and Environmental Barriers to Sustainable Development

| Abstract | Pollution prevention and control in Telangana face major challenges rooted in rapid industrialization, urban expansion, and systemic governance limitations. Weak enforcement of environmental legislation—such as the Air and Water Pollution Control Acts—combined with significant non-compliance among industries undermines regulatory effectiveness. Institutions like the Telangana State Pollution Control Board (TSPCB) encounter acute infrastructural and manpower shortages, including inadequate laboratory facilities and limited technical staff, which impede effective monitoring, inspections, and real-time pollution tracking. Policy gaps and poor inter-departmental coordination further restrict the implementation of holistic environmental strategies, while the limited use of modern monitoring technologies weakens transparency and accountability. Socio-economic factors add additional layers of complexity to pollution control efforts. Economic dependence on polluting industries discourages community reporting and collective action, even in regions facing severe health impacts such as Patancheru, Bolaram, and Medchal. Low public awareness of environmental policies and weak participation in mitigation efforts exacerbate the problem. Waste management failures—including improper disposal of solid waste, biomedical waste, and e-waste—contribute to land contamination, water pollution, and open burning, intensifying air quality deterioration. Environmental pressures arising from rapid urbanization and industrial expansion have resulted in deforestation, encroachment on natural water bodies, water scarcity, and contamination from untreated effluents and agricultural runoff. Climate change–induced effects, such as erratic rainfall, heat waves, and groundwater depletion, further strain Telangana’s environmental resilience. Addressing these interconnected challenges requires strengthening institutional capacity, enhancing technological integration, improving community participation, and promoting sustainable development practices to safeguard public health and natural ecosystems. |
