Human Capital Investment as a Strategic Lever for Sustainable Tourism: A Conceptual Extension from an Omani Perspective

Abstract This conceptual paper explores the direct relationship between human capital investment and sustainable tourism within the context of Oman. As the Sultanate of Oman continues to diversify its economy through strategic initiatives such as Vision 2040, tourism emerges as a pivotal sector. However, achieving sustainable tourism remains a challenge due to overdependence on expatriate labor and underutilization of local human capital. This paper argues that investing in education, skills development, and workforce localization can significantly enhance sustainable tourism outcomes. Drawing on relevant literature and the principles of Vision 2040, the study provides conceptual insights into how human capital contributes directly to sustainability in the tourism sector. The paper concludes with practical recommendations for policymakers and future researchers.
