Challenges and Strategies in the Financial Management of a Public Elementary School

Abstract | Effective financial management is a cornerstone of quality education systems, ensuring that schools provide students with the necessary resources, facilities, and experiences for academic growth. However, managing finances in educational institutions presents unique challenges that require strategic planning and innovative solutions. This qualitative study explores the challenges, practices, and strategies in financial management within the Tupi District in the Schools Division of South Cotabato. The study involved nine participants: three school heads, three disbursing officers, and three teachers. Using thematic analysis, the study identified key financial management challenges: insufficient funding, delayed and cumbersome fund release processes, inadequate financial planning and budgetary control, negative impacts on school operations and educational programs, and a lack of transparency and stakeholder involvement. To address these issues, participants highlighted practices such as collaborative budget planning and allocation, efficient and regulated utilization of government funds, and adopting best practices and external innovations. Similarly, the strategies employed included strengthening financial collaboration, optimizing fund utilization, and integrating innovative financial management approaches. The findings underscore the need for improved financial policies, increased transparency, and enhanced stakeholder engagement to ensure effective school financial management. These insights can serve as a foundation for developing policies and programs that promote financial efficiency and sustainability in educational institution |
