Unveiling the NEP 2020: A Critical Analysis of the Implications on Privatization and Potential Monopolies in Education

Abstract The National Education Policy (NEP) 2020, while hailed as a transformative framework for India’s education system, raises critical concerns regarding privatization, commercialization, and the erosion of public education. This paper critically examines NEP 2020’s alignment with neoliberal principles, tracing its roots to earlier policies such as the 1986 New Policy on Education and the Ambani-Birla Report (2000), which advocated reduced state funding, self-sufficiency for universities, and increased private and foreign investment in higher education. The policy’s emphasis on institutional autonomy, public-private partnerships (PPPs), and market-driven skill development risks exacerbating inequalities, commodifying education, and fostering monopolistic tendencies in the sector.

Furthermore, NEP 2020 operates within a broader political landscape where Hindutva ideology and neoliberal economics converge, undermining the university as a space for critical inquiry and democratic values. By centralizing control and marginalizing public institutions through funding cuts and ideological pressures, the policy threatens accessibility, equity, and secular principles enshrined in the Indian Constitution. The paper argues that NEP 2020’s implementation, without meaningful consultation with stakeholders, reflects a corporate-Hindu Rashtra agenda that prioritizes profit over knowledge production and social justice. Ultimately, the policy risks transforming higher education into a stratified system, deepening disparities and eroding its emancipatory potential.
