MODERATING CONTRIBUTION OF FISCAL POLICY IN THE RELATIONSHIP BETWEEN SACCO SERVICES AND POVERTY REDUCTION AMONG THE SACCO MEMBERS IN SELECTED DISTRICTS IN GREATER BUSHENYI.

Abstract ABSTRACT
The study examined the role of SACCOs in poverty reduction. The aim of the study was to establish the moderating contribution of government policy in the relationship between SACCO services and poverty reduction among the SACCO members in selected districts of Greater Bushenyi, Uganda. A cross-sectional design was used, where both quantitative and qualitative research approaches were used. Quantitative data were obtained from the SACCO members whereas the Key informants were selected from SACCOs management and leadership resource persons who provided the qualitative data. Simple random sampling technique was used to select 397 from 61634 SACCO members and purposive sampling was used to select the 19 Key Informants from 250 SACCOs management and leadership. A self-administered questionnaire and a key informant interview guide were used to obtain the data from the SACCO members and the Key Informants respectively. The findings revealed that specific indirect effect of SACCO services through moderation of Fiscal Policy on Poverty Reduction (β = -1.285 = p=0.034); and total indirect effect of SACCO Services on Poverty Reduction (β = 0.241 = p=0.661) are not significant at 95% confidence interval. However, direct effect of SACCO Services on Poverty Reduction (β = 7.149= p=0.000) and (β = 7.389= p=0.000) are significant. Therefore, SACCO financial and non-financial services positively contribute to poverty reduction among the SACCO members in Mitooma, Sheema and Bushenyi while government policy (fiscal policy) has a negative contribution. Thus, this study recommends that SACCO financial and non-financial services to their members be enhanced and government revisits the fiscal policy providing enabling environment in which SACCOs operate.
