Adherence To Human Rights Among Law Enforcement Personnel as Perceived by The Persons Deprived of Liberty in Bukidnon Provincial Jail

Abstract This study attempted to assess the adherence to human rights practices among law enforcement personnel as perceived by the Persons Deprived of Liberty (PDLs) in Brgy. Natid-asan, Malaybalay City, Provincial Jail, Bukidnon. Specifically, it aimed to describe the respondents’ profile in terms of age, sex, length of detention, crime committed, and educational attainment; determine the level of adherence to human rights in terms of rights during arrest, rights during custodial investigation, and rights during detention; and examine whether a significant difference exists between the respondents’ perceptions and their demographic profiles. The respondents consisted of 250 PDLs currently detained at Malaybalay Provincial Jail. The study employed a quantitative descriptive method using a validated survey questionnaire. The findings revealed a moderately adhered level of human rights practices in all categories, with the right to be assisted by a lawyer and the right to be free from intimidation being notably emphasized. Significant differences in assessment were observed in variables such as sex and educational attainment, suggesting that perceptions of rights adherence may vary depending on these factors. The study underscores the importance of consistent, equitable, and gender-sensitive law enforcement practices that uphold the rights of all PDLs under custodial care.
