Emerging Ethical Issues in Digital Health Administration: A Critical Review of Indian Digital Health Policies

Abstract India's healthcare system is undergoing a significant transformation with the integration of digital technologies aimed at improving access, efficiency, and quality of care. Government-led initiatives such as the Ayushman Bharat Digital Mission (ABDM), Aarogya Setu, and the implementation of Telemedicine Guidelines (2020) reflect this digital shift. However, alongside these advancements, new ethical challenges have emerged—ranging from concerns over data privacy and ownership to issues of algorithmic bias and digital exclusion. While national policies such as the National Health Policy (2017) have acknowledged the importance of ethical considerations, gaps remain in their operationalization and enforcement. This research article seeks to critically examine these emerging ethical concerns within the framework of India’s evolving digital health landscape and evaluate how well current policies respond to them.
