Development of the CAAP Platform for Cyber Aptitude Assessment and Strategic Workforce Placement in Defense Domains

Abstract Cybersecurity threats have become increasingly sophisticated, requiring defense organizations to build highly skilled and adaptable cyber workforces. Traditional approaches to training and talent acquisition often fall short due to the lack of pre-training assessments, resulting in misaligned skill development and inefficient use of training resources. This paper presents the design, implementation, and deployment of the Cybersecurity Aptitude Assessment Platform (CAAP), a configurable system developed to evaluate the current competencies of individuals and recommend tailored training paths aligned with mission needs.
The CAAP platform bridges the gap between talent identification and effective workforce integration by offering a structured, pre-enrollment assessment of candidates’ cybersecurity knowledge across foundational and advanced domains. Deployed within defense departments and led by Unified Business Technologies, the platform has assisted in workforce upskilling, optimized training investments, and enabled strategic placement of personnel into cyber roles.
Additionally, the platform supports scalability beyond cybersecurity, allowing use in other technical domains where aptitude-based assessments can inform role alignment and training needs. This paper outlines the challenges in traditional cyber training pipelines, describes the technical architecture and workflow of CAAP, and presents measurable outcomes from its implementation in a defense environment.
