Abstract This study examines the influence of compliance with training legislation on personnel development in the aviation sector in Uganda. Utilizing a mixed-methods approach, the research incorporates survey data from aviation professionals and regulatory authorities within Uganda’s aviation industry. Findings reveal a strong correlation (r = 0.7258, p < 0.01) between compliance evaluation and personnel development, emphasizing the role of structured legal frameworks in workforce competency. While training legislation in Uganda aligns with international standards, practical implementation gaps persist. The study suggests enhanced regulatory enforcement and periodic training assessments to optimize personnel development outcomes in the Ugandan aviation sector.
