Prospects of Nuclear Power Programme in Ghana: Internal and External Constraints and Opportunities

| Abstract | The purpose of this study is to evaluate the prospects of Ghana’s nuclear power programme. Ghana is moving forward purposefully to integrate nuclear energy into its current energy mix to diversify its energy generation, address chronic supply deficit, and meet climate commitments. The study analyzes the internal and external constraints and opportunities shaping the feasibility of Ghana’s nuclear programme, applying the Multi-Level Perspective (MLP) framework. The study adopted a qualitative research design drawing on expert interviews and document analysis. Findings presented through a SWOT summary highlight a well-established institutional framework, government commitment, and technical expertise as key internal strengths, while limited financing, low public awareness, bureaucratic challenges, and infrastructure gaps pose internal weaknesses. Externally, a strategic international partnership, strong engagement with the international regulatory body, and an African leadership potential present as opportunities. Threats include vendor selection delays and related uncertainties, geopolitics, and strict international regulatory requirements. The study concluded that Ghana has a favorable but fragile transition window, requiring a good financial model, public engagement, and regulatory oversight. The study contributes to the understanding of nuclear adoption in Africa, offering policymakers in emerging nuclear states practical insights. |
