An Evaluation of Political will to Practice the Gender-responsive Budgeting Strategy in the Government Level: The Case of Albania

Abstract The paper is a critical assessment of the political desire to carry out Gender-Responsive Budgeting (GRB) at the government level in Albania. GRB is an ideal practice in which indeed the gender issues are considered at every stage of the process of public budgeting to ensure that there is gender equity and meet social justice. Even though Albania is legally and policy-wise dedicated to gender equality, which can be traced in its national strategies, as well as in the EU accession requirements, and other international agreements, the actual enforcement of GRB has been inconsistent. This study examines the level of political desire that exists among key players and institutions of the government to properly implement the concepts and instruments of GRB in the budgetary practices. This study addresses the political, institutional, and socio-cultural issues related to the adoption of GRB in Albania, such as party politics, institutional capabilities, gender-mainstreaming matters, and donor power. It has been found that although there seems to be rhetoric advancing and an increased institutional foundation of GRB, the political dedication is superficial, divided, and strongly donor-centred. Gender-equity orientation does not come into effect anywhere near the budget decision-making process, and the quantity of allocated funding, political support, and monitoring system usually leaves much to be desired by GRB initiatives.
It is therefore explained that despite the marked effort made by Albania in transforming its legal and policy structures by the principles of GRB, the lack of persistence of the political will, which has been characterised by little ownership, poor accountability, and bureaucratic slowness, impedes its successful establishment. The paper offers a tactical strengthening of political incentives, capacity building, and institutional reform to convert the policy commitments into a reality in measurable and gender-sensitive budgetary outcomes. The study can help advance the general debate on gender-responsive politics, which has suffered a deluge in literature dominated by dichotomous analyses to provide empirical knowledge of the provisions and hurdles of institutionalizing GRB within the Albanian context, as a transitional democracy.
