An Impact Assessment of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 3.0 in Anand and Kheda Districts of Gujarat State

Abstract Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development and Entrepreneurship (MSDE) was launched in Jan 2015 to enable Indian youth to take up industry relevant skill training and certification. PMKVY 3.0 (2020-21) was introduced with a strong set of rules that featured an increased involvement for the District Skill Committees (DSCs) in addressing the skill gap and evaluating demand at the district level, using the lessons learned from PMKVY 1.0 and PMKVY 2.0 in January 2021. 6.74 lakh candidates had been trained and oriented nationwide as of June 30, 2022 under the age group of 15-45 years in FY 2020-2021 with a budget of INR 948.90 crores to impart skill training under three categories: Short Term Training (STT), Recognition of Prior Learning (RPL), and Special Projects (SP). The main purpose of the study is to undertake an impact assessment of PPMKVY3.0 in selected districts of Gujarat state. This study covers short term training (STT) and Recognition of prior learning (RPL) module under Centrally sponsored and state managed (CCSM) component for data collection. The pilot study has been conducted for Anand and Kheda districts and 124 and 40 samples respondents from STT and RPL under PMKVY 3.0. The present study found that the equal ratio of male and female received STT and RPL training in Anand and Kheda districts. It was found that the majority of the candidates of STT and RPL did not get employment after training program but there is an improvement in their job skills, confidence and personality. Employability skills have been enhanced due to this training program but still there is a scope of placement. The present study found that the efforts are not stringent for their placement under STT and RPL. Therefore, there is a need to create a mechanism for placement opportunity and serious support either from govt. agency or from training centre after completion of this training.
