Tracing the Trajectory: Historical Trends in Health Expenditure in Assam

| Abstract | The paper emphasizes on socio-economic, geographic and administrative implications of the historical pattern of health expenditure in Assam. The economic pathway of health from the post-independence era to the present is analyzed in order to understand the impact of policy reforms, central-state collaborations, and external funding on the public health system in Assam. Secondary sources like government reports, health accounts, or district-level case studies were considered to look at trends concerning budgetary allocations, how well insurance has penetrated, use of funds, and regional disparities. Focus has been laid on some key intervention areas, like the National Health Mission (NHM), Ayushman Bharat, and state schemes such as Atal Amrit Abhiyan. The study also looks at emerging concerns like the COVID-19 pandemic, the low levels of insurance coverage in marginalized geographic spaces, and the lack of readiness in leveraging digital push in health finance systems. The article attempts to chart out some strategic options for equitable health financing, enhanced coordination between public and private sectors, and further alignment with SDGs towards universal health coverage in Assam. |
