Family Involvement in the Welfare and Development Programs for Persons Deprived of Liberty at Caloocan City Jail

| Abstract | ABSTRACT This study investigated family involvement in welfare and development programs for persons deprived of liberty (PDL) at Caloocan City Jail, adopting a mixed-methods approach with one and hundred thirteen (113) married, high school and elementary-educated PDL respondents with drug-related cases surveyed quantitatively and three (3) PDL families interviewed qualitatively. Findings revealed a diverse PDL demographic, with a majority aged 30-39, Roman Catholic, and affiliated with Sigue Sigue Sputnik (SSS) and Sigue Sigue Commando (SSC) gangs, along with significant recidivism rate. Program attendance, particularly for livelihood programs, was generally low, signaling a need for improvement. Mixed responses regarding program impact underscored the need for enhancements. While families acknowledged program benefits, limited awareness, and challenges such as family commitments and financial constraints hindered direct participation. Overall, family involvement has not yet yielded significant impact, emphasizing the importance of program enhancements, improved accessibility, and collaboration with the Local Government Unit (LGU). Innovative strategies for implementing Livelihood Programs at Caloocan City Jail were highlighted as crucial due to consistently low scores in both quantitative and qualitative data. This study provides insights into the current state of family involvement, laying the groundwork for effective strategies to enhance PDL welfare and development programs, thus supporting their rehabilitation and reintegration into society. |
