Is Democracy the Answer for Africa? An Analysis of Administrative Structure and Impartiality

| Abstract | The relationship between democratic governance and administrative effectiveness in African contexts remains a subject of intense scholarly debate. This paper examines whether democratic institutions provide the optimal framework for achieving administrative impartiality and effective governance structures across African states. Through a systematic analysis of administrative performance indicators, institutional capacity measures, and governance outcomes across 32 African countries between 2015 and 2024, this study reveals complex patterns in the democracy-administration relationship. The findings suggest that while democratic institutions can enhance administrative impartiality, their effectiveness is contingent upon complementary institutional frameworks, historical legacies, and socioeconomic conditions. The paper argues that a varied understanding of context-specific factors is essential for assessing democracy's role in African administrative reform. Rather than viewing democracy as a universal solution, this analysis demonstrates that sustainable administrative improvement requires tailored approaches that account for local institutional ecosystems and capacity constraints. |
