"Ujjwala Yojana and the Transformation of Rural Household Energy in Tripura: a Policy Appraisal"

| Abstract | Access to clean cooking fuel has persistently posed a developmental challenge in rural India, where reliance on traditional biomass fuels contributes to health risks, environmental degradation, and gender-specific burdens associated with fuel collection. The Pradhan Mantri Ujjwala Yojana (PMUY), initiated in 2016, aimed to mitigate this issue by offering subsidized LPG connections to women from Below Poverty Line households. This paper investigates the impact of the Ujjwala Yojana on rural households in Tripura, with a particular emphasis on adoption patterns, sustained usage, and socio-economic outcomes. Utilizing a policy review supported by secondary data and preliminary field insights, the study elucidates both the achievements and limitations of the scheme within the state. The findings indicate that although PMUY coverage has been substantial, sustained LPG usage is hindered by the affordability of refills, distribution challenges, and cultural preferences for traditional fuels. Evidence suggests modest improvements in women's health and time allocation, although fuel stacking remains prevalent in household energy practices. The analysis highlights the necessity for policy refinements, including enhanced last-mile distribution, refill subsidies, and awareness campaigns. By contextualizing the Tripura experience within broader discussions on energy justice and rural development, this paper contributes to the understanding of the complex dynamics of clean energy transitions in India. |
