| Abstract | Scheduled Tribes (STs) in India represent one of the most marginalized and historically disadvantaged communities. Despite constitutional safeguards and numerous welfare policies, these communities continue to face systemic exclusion, socio-economic backwardness, and exploitation. This research paper critically examines the evolution, implementation, and impact of legal and policy frameworks designed to protect and empower Scheduled Tribes. Special emphasis is placed on educational access, economic opportunities, and social justice measures. The study also explores the gaps between policy intent and grassroots reality, drawing on legislative analysis, government reports, and empirical studies. The paper argues that, while substantial progress has been made, persistent challenges, such as land alienation, dis-placement, poor educational attainment, and limited political participation, continue to hinder full empowerment. The research concludes with recommendations for a more inclusive and sustainable approach to tribal development, grounded in participatory governance and culturally sensitive policy-making. |
