Transforming Rural Livelihoods: An Assessment of Agricultural Policy Impact on Women's Empowerment in Telangana, India

| Abstract | This paper analyses the change in rural livelihood in Telangana with the introduction of innovative agricultural policy and its different implications for women's empowerment from 2014-24. Through a mixed-method project, the study examines the most impactful policy programs, such as the Rythu Bandhu program, Maha Lakshmi program, and Indira Mahila Shakti program, to evaluate their ability to create a gender-inclusive rural environment. The analysis shows that even though agricultural policies have benefited the overall countryside economic situation by raising agricultural GSVA by 13.94% between 2014-15 and 2021-22, agricultural policies have shown a limited effect on the empowerment of women. The number of women participating in agriculture has since then grown to 55.7 percent, but there is a structural barrier that impedes their empowerment outcomes, such as control over land ownership patterns, their access to formal credit, and participation in the decision-making process. The study uses the Women Empowerment in Agriculture Index (WEAI) scheme to measure growth under five dimensions, which shows that financial inclusion improved dramatically by 76.4% and productive asset ownership increased by 34.2%; however, there is low improvement in leadership positions and time allocation. The results indicate the need to establish targeted complementary action that should be concerned with fortifying women's institutions and consider structural barriers, as key areas in achieving the transformative implications of empowerment and large-scale agricultural development policies. |
