“Evaluating the Impact of the Adopt-A-School Program on Public Elementary Schools in Catbalogan City Division, Philippines”

| Abstract | Education is a constitutional right in the Philippines and a critical driver of national development. Despite the State’s commitment to accessible, quality education, public schools continue to face resource shortages, including classrooms, teachers, textbooks, and other facilities. To bridge these gaps, the Department of Education launched the Adopt-A-School Program (ASP) in 1988, institutionalized under Republic Act 8525. The program mobilizes private and non-governmental partners to support public schools through infrastructure, teacher training, technology, and other resources. While the ASP has generated billions in pledges nationwide, empirical evidence on its localized impact remains limited. This study examines the implementation and outcomes of the ASP in Catbalogan City Division, focusing on changes in school performance, facilities, teacher and pupil outcomes, and stakeholder perceptions. Objective: To assess the effectiveness of the ASP in improving educational outcomes and to identify challenges and implications for policy and practice. |
