| Abstract | Inclusive education is a rights-based imperative that aims to ensure equitable access, participation, and outcomes for all learners, irrespective of disability, gender, socio economic status, language, geography, or cultural identity. The rapid diffusion of digital technologies—assistive technologies, mobile learning, artificial intelligence (AI), learning management systems (LMS), augmented/virtual reality (AR/VR), and data analytics—creates fresh prospects to remove persistent barriers to inclusion while simultaneously introducing new risks such as digital divides, privacy concerns, and ableist design. This thesis advances an integrative review of the literature (1990–2025) on inclusive education and digital technology and proposes a systems level design blueprint for sustainable, ethical, and context sensitive implementation. The work synthesizes theoretical frameworks (UDL, TPACK, SAMR, Diffusion of Innovations, Ecological Systems), global policy guidance (UNESCO, UNCRPD, SDG 4), and practice based evidence from diverse settings. Deliverables include a 6 pillar implementation framework (Infrastructure, Accessible Design, Pedagogy, Capacity Building, Governance, and Evidence), a 12 step roadmap for institutions and ministries, and an evaluation plan using mixed methods. The thesis positions inclusivity as both an educational and technological design principle, arguing for multi tiered systems of support (MTSS), learner centred analytics, and participatory co design with marginalized communities. |
