Enabling the Shift: Building the Ecosystem for Odisha’s Export-Ready Agriculture

Abstract	Odisha’s agricultural economy remains characterized by low-value production systems, modest farmer incomes, and weak integration with formal and global value chains. Despite progress in food security, particularly through rice and pulses, the state’s crop portfolio is dominated by commodities sold in informal domestic markets, where price realization and access to premium procurement channels are limited. This paper explores pathways for Odisha to transition toward higher-value, export-oriented agricultural systems by selectively leveraging crops with latent potential under the right institutional conditions.
