Advancing Organizational Climate Practices through Strategic Human Capital Development in a Service Industry in Zhiheng City, China

| Abstract | This research examined the implementation of strategic human capital development and its relationship to organizational climate within a service company in China. Specifically, it assessed six major areas of human capital development—education and skills development, health and well-being, digital competence and technological adaptation, knowledge sharing and organizational learning, leadership and organizational climate, and economic and policy support mechanisms—and five dimensions of organizational climate, namely learning orientation, justice and fairness, leadership and decision-making, job satisfaction and well-being, and innovation support. The study made use of a researcher-made questionnaire administered to 200 employees. In addition, Pearson correlation determined the relationahip of the two variables. Findings revealed that both strategic human capital development and organizational climate were rated at a moderate level of implementation, with training access, digital literacy programs, and opportunities to experiment with new ideas emerging as strengths. |
