| Abstract | Fisheries serve as a critical driver of rural livelihoods and regional economic growth, particularly in Bihar, where water resources enable extensive aquaculture and inland fisheries. This conceptual study examines the role of fishing in enhancing livelihoods, generating employment, and contributing to economic development, with a particular focus on the socio-economic dynamics of rural communities. Drawing on the Sustainable Livelihoods Approach and value chain analysis, the paper demonstrates how fisheries support income diversification, food security, and community resilience, while also highlighting their broader contribution to poverty alleviation. The study further examines challenges constraining the sector’s potential, including inadequate infrastructure, limited access to finance and technology, fluctuating market demand, and environmental sustainability concerns. Policy implications and strategic interventions are discussed, emphasising the need for sustainable practices, capacity building, investment in cold chains, cooperative models, and technology adoption. By synthesising theoretical perspectives and practical considerations, the study underscores the importance of integrating fisheries development into wider rural development strategies to ensure inclusive and sustainable growth. The findings aim to guide policymakers, development practitioners, and researchers in designing targeted interventions that enhance productivity, promote equitable economic benefits, and strengthen livelihoods through the fisheries sector in Bihar. |
