| Abstract | Strategic planning has become an indispensable management tool in higher and secondary education as institutions face increased competition, resource constraints, and rising stakeholder expectations. This paper explores how strategic planning contributes to improving the efficiency and effectiveness of educational institutions. Efficiency refers to optimal utilization of resources, while effectiveness emphasizes achieving intended educational outcomes. A mixed-methods research design, including a survey of 350 administrators and faculty members across 25 institutions and 15 in-depth interviews, was used to assess the role of strategic planning. The study identifies key areas such as vision alignment, resource allocation, performance measurement, stakeholder participation, and continuous improvement. Findings suggest that institutions with well-formulated and executed strategic plans report up to 37% higher performance scores in efficiency and 42% higher in effectiveness compared to those without. The analysis demonstrates that strategic planning enhances decision-making, accountability, and adaptability while promoting innovation. The study concludes that adopting a systematic and participatory approach to strategic planning is essential for educational institutions aiming for long-term sustainability and competitiveness. Practical recommendations for leaders and policymakers are provided, along with suggestions for further research. |
