The Fulfillment of Socio-Economic Rights through the Management of Old Oil Wells: A Study of Community Perceptions in an Oil-Producing Area

Abstract This study examines community perceptions in petroleum-producing areas regarding the fulfillment of socio-economic rights generated through the distribution of old well management. This research uses a qualitative approach with a case study design in Ledok, Blora, Central Java. The aim is to examine community perceptions regarding the fulfillment of socio-economic rights from the distribution of old well management results. The results show that Ledok community perceptions regarding the fulfillment of socio-economic rights from the distribution of old well management results are fragmented according to the level of involvement. Involved communities assess the scheme as relatively fair due to solidarity and a sense of ownership, while those outside the structure view it as not fulfilling rights due to its exclusive design, lack of transparency, and minimal involvement. This condition shapes the perception of justice as a collective construction based on experience and real access to benefits, while also sparking aspirations for more open, participatory, and inclusive governance reforms.
