Role of Community Policing in stopping illegal cultivation of Cannabis: Experiences from Rayagada District in Odisha

| Abstract | The illegal cultivation of cannabis—known locally by various names—poses complex socio-economic, health, and law enforcement challenges across several rural regions of India. In Odisha’s Rayagada district, recurring instances of illicit cannabis farming are rooted in structural poverty, fragmented landholdings, high market demand, and weak institutional governance. This paper contends that community participation, defined as the organized, informed, and sustained involvement of local populations in planning, monitoring, and implementing alternative livelihood options, awareness programmes, and enforcement measures, offers a sustainable response to this issue. Drawing on a mixed-methods case study—comprising field observations, stakeholder interviews, focus group discussions, and secondary data analysis—the study examines the socio-economic drivers of cultivation, assesses the effectiveness of existing responses, and proposes a participatory framework adapted to the realities of Rayagada. The findings demonstrate that enforcement-centric approaches provide only short-term suppression and frequently displace cultivation to other areas. In contrast, community-driven strategies—including livelihood diversification, participatory monitoring, social norm transformation, and cooperative access to markets—substantially reduce the incentives for illegal cultivation while strengthening local resilience. |
