Critical Overview of Media Independence in Nepal: A Conduct Level Analysis

| Abstract | This study assesses the independence of the Nepali press, with a particular focus on developments since the 1990 Constitution. It evaluates the exercise of constitutionally guaranteed press freedoms within a context characterized by strong political affiliations and a fragile media market. Employing desk research, interviews, and Media for Democracy Monitor (MDM) indicators, the findings indicate that the Nepali press only partially fulfills established standards for media independence. Mechanisms to safeguard against internal and external pressures remain underdeveloped. Although media access is generally widespread, critical policies such as source diversity and the establishment of independent newsroom councils are absent. Incremental improvements in inclusivity, including increased representation of women, have been observed; however, gender-sensitive workplace policies are insufficient. Journalists have limited participation in newsroom decision-making, fact-checking, and responses to harassment. The study recommends that both governmental bodies and media organizations implement concrete measures to enhance media independence and accountability in Nepal. |
