Abstract Brief and concise background

Corruption and deviant behavior in public office remain persistent challenges that undermine governance, justice, and public trust. Traditional deterrence and punitive approaches have often focused on reactive measures, addressing misconduct only after it occurs. To address this gap, the Integrative Association-Reinforcement Neutralization (IARN) Theory introduces a proactive framework that explains how behavioral associations, reinforcement patterns, and moral neutralization interact to influence ethical or deviant conduct among public officials.

The IARN Theory builds upon classical and contemporary criminological models by integrating social learning principles with moral reasoning and reinforcement mechanisms. It emphasizes the importance of early intervention, ethical conditioning, and reinforcement of integrity-based behavior to prevent corruption before it manifests. Through this approach, the theory provides a holistic understanding of how internal cognition and external influences shape decision-making in governance, offering a strategic foundation for reforming institutional behavior and strengthening accountability systems.
