Abstract Bharat Sanchar Nigam Limited (BSNL), once a dominant force in India's telecommunications landscape, has witnessed a sharp decline in market relevance and financial performance over the past two decades. This research explores the multifaceted reasons behind BSNL's failure, ranging from bureaucratic inefficiencies and delayed technological adoption to poor financial management and increasing competitive pressure from private sector players like Reliance Jio and Bharti Airtel. The study also highlights structural limitations inherent in public sector undertakings, including lack of operational autonomy, policy delays, and resistance to organizational reform. Through a detailed analysis of sectoral data, policy reports, and market trends, this paper identifies critical gaps in BSNL's strategy and execution. Furthermore, it proposes a comprehensive set of reforms aimed at reviving BSNL's operational efficiency, financial viability, and technological competitiveness. These include accelerated 4G/5G deployment, workforce restructuring, strategic public-private partnerships, and governance reform. This paper and study includes comparative study on BSNL with other telecom sectors in India and its individual growth and decline in India, these are represented in statistical data including bar graph, pie chart etc. The paper concludes that while BSNL’s revival is challenging, a targeted and time-bound reform roadmap can potentially reposition it as a relevant player, especially in rural connectivity and national digital infrastructure.
