Chinese Information Operations in the African Continent: an Assessment

Abstract This article examines the scope, mechanisms, and strategic implications of the People’s Republic of China’s information operations (Info Ops) across the African continent. Since 2014, when Xi Jinping underscored the imperative of “telling China’s story well,” Beijing has integrated information operations into its statecraft, aiming to project discourse power, shape international narratives, and advance geopolitical interests. Drawing on documentary evidence and secondary analysis, this study evaluates the geostrategic context of China–Africa engagement, the institutional framework of its external propaganda system, and the instruments through which Beijing seeks to cultivate influence. The findings indicate that while China’s media penetration in Africa has expanded considerably, its persuasive efficacy remains constrained by credibility deficits and entrenched Western media dominance. Nevertheless, China’s information presence in Africa continues to deepen, supported by technological infrastructure, media partnerships, and elite cultivation strategies.
