Evaluating the Effectiveness of Government Policies in Promoting Entrepreneurship Development in India

| Abstract | Abstract Entrepreneurship plays a pivotal role in driving economic growth, innovation, and employment in developing economies like India. Recognizing its strategic importance, the Government of India has implemented several flagship initiatives—including Startup India, Stand-Up India, Skill India, Digital India, and the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE)—aimed at fostering a vibrant entrepreneurial ecosystem. Despite the increasing visibility of these schemes, the actual impact on entrepreneurial development remains uneven across sectors, regions, and demographic groups. This study critically evaluates the effectiveness of key government policies in promoting entrepreneurship in India. Drawing from responses of 200 entrepreneurs and 10 policymakers, the research adopts a mixed-methods approach combining quantitative data analysis with qualitative insights. Findings reveal a significant gap between awareness and actual utilization of government schemes, with persistent implementation challenges, especially among marginalized groups and in rural areas. Policymakers recognize the potential of these programs but cite procedural bottlenecks and outreach limitations. The study offers actionable recommendations to enhance the accessibility, inclusivity, and impact of entrepreneurship-related policies. The findings aim to inform strategic reforms that can bridge the gap between policy intent and grassroots outcomes, thereby accelerating inclusive, innovation-led economic development. |
