Policy-Driven Entrepreneurship: Assessing the Effectiveness of Government Schemes in India

Abstract Entrepreneurship is widely recognized as a critical driver of economic growth, employment, and innovation, particularly in emerging economies like India. Over the last ten years, India has implemented a dual-level policy framework comprising central and state government interventions to foster entrepreneurial activity. Flagship initiatives such as Startup India, MUDRA, Stand-Up India, and Atal Innovation Mission (AIM) aim to provide financial support, regulatory facilitation, mentorship, and innovation ecosystem development. Despite these efforts, structural challenges persist, including low venture survival rates, financing gaps, uneven geographic coverage, and weak linkages with innovation networks.
This study systematically evaluates the effectiveness of India’s government entrepreneurship schemes using secondary data from government reports, scheme dashboards, and published research. The research employs descriptive and comparative statistical techniques to assess venture creation, employment generation, innovation outcomes, and inclusivity across schemes and regions.
Findings reveal that Startup India has catalyzed innovation and venture creation; MUDRA has expanded financial inclusion; Stand-Up India has empowered marginalized entrepreneurs; and AIM has strengthened the innovation ecosystem. However, challenges such as limited rural outreach, sustainability of micro-enterprises, and integration between programs remain.
The study concludes with evidence-based recommendations, including enhanced financial support, targeted regional and demographic interventions, integration with innovation networks, and continuous monitoring of scheme outcomes. These insights contribute to emerging economy entrepreneurship literature and provide guidance for policymakers aiming to strengthen India’s entrepreneurial ecosystem.
