Abstract Education is a foundational concept in society, directly affecting psychology, financial well-being, standard of life, and nearly all aspects of social life. However, standardized measures of education fail to describe the magnitude of underlying factors on effective education—i.e., learning that is embedded and applicable in regular life with respect to a certain region, individual, or social group. Education, when not confused with inherent intelligence, has not been statistically measured in a robust manner, which poses challenges for policymakers, governments, and other entities across the globe. The Universal Education Development Index (UEDI) summarizes education at the jurisdiction–academic-year level by combining access, learning, and a psychology-grounded student climate indicator (QSI), with explicit equity adjustments and quantified uncertainty
