Abstract This review article emphasizes that both developed as well as developing nations constantly strive to improve their health financing systems; the problems are much more daunting in developing nations like India. It is now well known that the goal of achieving universal access to equitable & good quality health care services (prevention, promotion, treatment and rehabilitation) cannot be achieved without a effective health care system enhanced with strong health financing systems. This review article brings forward the importance of Public Expenditure Review (PER) as a simple yet effective tool for proceeding to reduction in huge out of pocket expenses of the general public in India
