Ict and Public Procurement in State Hospitals in Harare Province, Zimbabwe

Abstract The aim of this study was to examine the role and impact of information and communication technology (ICT) in public procurement in state hospitals in Zimbabwe's Harare Province. This study used a mixed-method approach to collect data, combining quantitative and qualitative methods. Structured questionnaires were used to collect quantitative data from procurement officers and staff in four state hospitals, while knowledgeable participants were interviewed to obtain qualitative insights. A total of 60 questionnaires were distributed, and 45 of them were completed. SPSS was used to analyze the data in order to determine the relationships between different ICT tools and procurement performance. The results of the research, state hospitals have fully embraced electronic funds transfers (EFT), but only partially have embraced electronic data interchange (EDI), and electronic tendering (ETE) has not yet been put into practice. ETE exhibited a large positive correlation with procurement performance, despite EFT's extremely modest association, underscoring its crucial role in improving procurement efficiency. Based to the findings, there are still large gaps in the adoption of advanced technology, even though some ICTs are in use. The findings of this study are limited to state hospitals in Harare and may not be generalizable to other regions or sectors in Zimbabwe. This study contributes to the body of knowledge on the use of ICT in public procurement, particularly in Zimbabwe's state hospitals, and emphasizes the necessity of investing more in electronic tendering systems in order to enhance procurement results.
