| Abstract | The Tricity region—comprising Chandigarh, Panchkula, and Mohali—has increasingly become a hotspot for the trafficking and abuse of narcotic drugs, raising alarming concerns for public health, legal institutions, and community welfare. This article undertakes a comprehensive analysis of the socio-legal dimensions of drug abuse in the region, exploring how geographical, economic, and infrastructural factors contribute to the easy availability of narcotics. Particular attention is given to the operational loopholes within the enforcement of the Narcotic Drugs and Psychotropic Substances Act, 1985 (NDPS Act), which, despite its stringent provisions, often falls short due to procedural lapses, jurisdictional ambiguities, and limited resources. The study also delves into the shifting patterns of drug supply chains, including online drug transactions and drone-facilitated cross-border smuggling, which have significantly complicated the detection and control of narcotics. Vulnerable populations—especially the youth, women, and economically marginalized communities—face disproportionate harm, including addiction, health deterioration, criminalization, and social exclusion. Drawing on empirical data, official reports, and case studies, the article highlights the urgent need for reformative strategies that integrate legal rigor with public health sensitivity. The paper concludes by offering actionable recommendations for strengthening inter-agency coordination, enhancing surveillance technologies, fostering community participation, and adopting a rehabilitative approach to addiction. These measures, when implemented together, can foster a resilient framework for addressing the multifaceted challenges posed by narcotic drug abuse in the Tricity region. |
