Tamil Nadu’s Answer to India’s 11 Skilling Gaps: A State Model for Workforce Transformation

Abstract India’s skill-development landscape continues to face persistent challenges despite the rapid expansion of programs under the Skill India Mission. The Government of India recently identified 11 formidable gaps limiting the nation’s ability to build a future-ready workforce. This paper presents Tamil Nadu’s pragmatic response to those challenges through the integrated framework of the Tamil Nadu Skill Development Corporation (TNSDC) and the Naan Mudhalvan scheme. Drawing from policy experience and program data, the paper maps each national gap to an operational solution implemented in Tamil Nadu — including mainstreaming skills within academics, digital monitoring through the Unified Skill Registry, faculty upskilling at scale, industry co-creation of curricula, and global language pathways. The findings demonstrate how Tamil Nadu’s model has evolved into one of India’s most mature state-level skilling ecosystems with measurable placement outcomes and replicable design principles.
