Whistle-blower Mechanisms in Operational Departments: A Tool Against White-Collar Crime?

| Abstract | White-collar crime within operational departments such as procurement fraud, inventory manipulation, and internal collusion often goes undetected due to information asymmetry and weak internal controls. This paper explores whistle-blower mechanisms as a key preventive and detection tool against such misconduct. It examines internal reporting systems, anonymity protections, ethics hotlines, and anti-retaliation safeguards, analyzing how they strengthen transparency, encourage employee reporting, and support corporate governance. Case insights show that organizations with robust whistle-blower frameworks detect fraud earlier and foster ethical cultures, while weak protections lead to fear, under-reporting, and continued misconduct. The study concludes that effective whistle-blower systems, combined with compliance training and strong leadership support, are essential to reducing operational-level white-collar crime |
