“Empowering Communities through Self-Help Groups (SHGs): Pathways to Achieving Sustainable Development Goals (SDGs) in Telangana State”

| Abstract | The Sustainable Development Goals (SDGs), adopted by the United Nations in 2015, provide a global framework for eradicating poverty, promoting equality, and ensuring environmental sustainability by 2030. India has made remarkable progress in aligning its national and state-level policies with the SDG framework, particularly through initiatives focused on inclusive growth, clean energy, and social welfare. Telangana, India’s youngest state, has demonstrated significant achievements by integrating SDG principles into its developmental agenda through flagship programs such as Mission Bhagiratha, Mission Kakatiya, Haritha Haram, Rythu Bandhu, and Aasara Pensions. A key driver of this transformation has been the active participation of Self-Help Groups (SHGs) under programs like the Society for Elimination of Rural Poverty (SERP) and Mission for Elimination of Poverty in Municipal Areas (MEPMA). SHGs have played a transformative role in promoting financial inclusion, women’s empowerment, livelihood creation, and community-based sustainability. Their activities directly contribute to multiple SDGs, including No Poverty (SDG 1), Gender Equality (SDG 5), Decent Work and Economic Growth (SDG 8), and Reduced Inequalities (SDG 10). Between 2015 and 2025, Telangana’s SDG Index score improved significantly, reflecting progress in clean water, energy access, health, and environmental conservation. However, challenges remain in areas such as gender equality, employment, and inequality reduction. The study underscores that SHG-led models of empowerment, when integrated with digital governance and value-chain linkages, have the potential to accelerate SDG achievement. Strengthening SHG federations, enhancing institutional capacity, and embedding SDG micro-monitoring mechanisms are crucial for sustaining inclusive and equitable growth in the coming decade. |
