Policing with the People: Evaluating Community-Centric Security Models across India’s Northeastern Borderlands

Abstract Community policing in India’s Northeastern borderlands has emerged as a transformative framework that integrates law enforcement with social development, conflict resolution, and participatory governance. This study employs a comparative qualitative methodology based on secondary data—comprising government reports, institutional studies, and policy documents—to evaluate seven community-centric models: Assam’s Project Prahari, Tripura’s Prayaas, Meghalaya’s Village Defence Organisation, Mizoram’s Village Defence Organization, Manipur’s Village Defence Force, Nagaland’s SMART Policing, and Arunachal Pradesh’s Police Ajin. Findings reveal that while statutory initiatives like Meghalaya’s VDO ensure formal accountability, participatory programs such as Project Prahari and Police Ajin emphasize empowerment and civic responsibility. Tripura’s Prayaas and Manipur’s VDF highlight inclusive engagement and auxiliary security collaboration, whereas Nagaland’s SMART Policing showcases digital modernization through academic partnerships with Rashtriya Raksha University. Collectively, these models strengthen police legitimacy, mitigate insurgency-related distrust, and advance socio-economic resilience in border regions. The study concludes that sustainable community policing requires localized adaptation, institutional support, and continuous citizen–police dialogue to maintain peace and social harmony.
