Caste-based Inequality and Democratic Void in Odisha

| Abstract | In India and particularly states like Odisha digital access remains deeply unequal across caste lines, raising critical concerns about social justice and participatory governance. This article investigates the extent and implications of the caste-based digital Inequality in Odisha. And focusing on its influence on political participation and access to e-governance mechanisms among Scheduled Castes and Scheduled Tribes. Drawing on secondary data from the National Sample Survey, the India Internet Report, and state government digital inclusion initiatives, this study uncovered the marginalized castes are significantly disadvantaged in digital literacy, smartphone penetration, and internet usage. This digital exclusion inhibits their ability to engage in essential political activities such as online voter registration, participation in digital campaigns, access to government welfare portals, and grievance redressal systems. The article argues that digital marginalization reinforces historical patterns of political invisibility and institutional neglect. It also contributes to the broader discourse on intersectionality in digital politics and the future of inclusive e-democracy in India. The paper concludes by emphasizing the need for caste-sensitive digital inclusion policies that address infrastructural gaps, improve digital literacy in Odisha. |
