| Abstract | This paper explores the multifaceted relationship between Panchayat Raj Institutions (PRIs) and the nascent landscape of rural entrepreneurship in the state of Andhra Pradesh, India. Grounded in extensive field research spanning the tribal areas of Visakhapatnam, the agrarian plains of Guntur, and the coastal districts of Krishna, the study investigates how political decentralization, as embodied by the PRIs, acts as an enabler or inhibitor of economic inclusion and grassroots innovation. Using a humanized academic approach, which blends qualitative empirical data (interviews with 120 rural entrepreneurs, 45 Panchayat leaders, and various Self-Help Group members) with theoretical frameworks of participatory governance and social capital, this research reveals a paradoxical dynamic. While PRIs often provide a crucial local legitimacy and platform for accessing state schemes, their effectiveness is frequently constrained by elite capture, low fiscal autonomy, and the quality of local leadership. The findings highlight that successful rural enterprise thrives where PRIs proactively foster social capital and bridge the gap between state resources and local needs. The paper concludes with policy implications focused on strengthening PRI fiscal devolution, mandating digital inclusion training, and leveraging the immense potential of women-led enterprises for sustainable and equitable rural growth. |
