| Abstract | This study examines the effectiveness of Harithakarmasena, a decentralized waste management initiative, as implemented in Manjeri Municipality, Kerala. Harithakarmasena is a key component of the state’s efforts to promote sustainable solid waste management through community participation and eco-friendly practices. The research evaluates the program’s impact on waste collection efficiency, segregation at source, community awareness, and environmental sustainability. Data was collected through surveys, questionnaire and Harithakarmasena members, and analysis of municipal records. The findings reveal that the initiative has significantly improved door-to-door waste collection, enhanced public participation, and reduced reliance on landfills. However, challenges such as inadequate training, inconsistent public cooperation, and limited infrastructure still hinder optimal performance. The study concludes with recommendations to strengthen the operational capacity of Harithakarmasena and suggests policy interventions for scaling and sustaining decentralized waste management systems across other municipalities |
