Availability and Impact of Narcotic Drugs on Vulnerable Groups in the Tricity Region (Chandigarh, Panchkula and Mohali) : A socio- legal Study

| Abstract | The availability and accessibility of narcotic drugs in the Tricity region comprising Chandigarh, Panchkula, and Mohali have emerged as critical socio-legal challenges. This paper examines the patterns of narcotics supply, the socio-economic factors enabling their circulation, and the profound impact on vulnerable groups, including youth, women, and marginalized communities. The study adopts a mixed-methods approach, combining quantitative data from law enforcement agencies with qualitative insights from affected individuals and rehabilitation centres. It highlights the role of weak enforcement mechanisms, cross-border trafficking, and socio-cultural dynamics in exacerbating the issue. The paper also evaluates the effectiveness of existing legal frameworks under the Narcotic Drugs and Psychotropic Substances Act, 1985 in controlling the spread of narcotics. Lastly, it provides actionable policy recommendations to strengthen enforcement, promote rehabilitation, and mitigate the societal damage caused by drug abuse in the region. |
