Challenges of Local Governance in Conflict Zones: Lessons from Panchayati Raj Institutions in Jammu & Kashmir

Abstract Local governance in conflict-affected regions operates under pressures that drastically alter democratic procedures and institutional performance. This paper examines the functioning of Panchayati Raj Institutions (PRIs) in Jammu & Kashmir (J&K) region to identify how conflict shapes decentralization, political participation, and service delivery. Using secondary sources, government reports, and qualitative insights from existing studies on PRIs in J&K, the paper identifies major challenges, including security threats, administrative centralization, limited public participation, politicization of governance, financial problems, and gender-specific hurdles. The study offers broader lessons for strengthening local governance structures in conflict zones.
