Perspectives of Community Stakeholders on the Philippine National Police Community Oriented Policing System in Danao, Bohol

| Abstract | This study aimed to explore the Perspectives of Community Stakeholders on the Philippine National Police Community Oriented Policing System in Danao, Bohol. Specifically, it sought to answer the following questions: the Experiences of the informants in the implementation of Philippine National Police Community Oriented Policing System, Descriptions of the Informants on the Impact of the Community Oriented Policing System (COPS) to the Community and Perspectives of the Informants to Address the Problems Encountered in the Implementation of the Philippine National Police Community Oriented Policing System. Utilized the qualitative method of research employing the descriptive phenomenological approach using an interview guide with an open-ended question for individual interview in exploring the perspective of community stakeholders. There were fifteen selected community stakeholders in the municipality of Danao, Bohol, all of them had been interviewed individually. I used an interview guide aided with the audio recorder for the basis of transcribing the responses of the participants utilizing the Colaizzi’s method or phenomenological analysis procedure in analyzing the responses of the informants during the conduct of interview. For the positive experiences of the informants as community stakeholders, emergent themes were created: Safety and Security, Partnership and Collaboration. For the negative experiences of the informants as community stakeholders, themes were created: Bias Interaction and Unequal Service Delivery, Presence without Purpose and Missed Opportunities. For the Description of the informants on the impact of the Community Oriented Policing System (COPS) to the community the created themes were: Lower Crime Rate, Community Trust and Police Legitimacy, and Insufficient Resources and Manpower. Lastly, on the perspectives of the informants to address problems encountered in the implementation of Philippine National Police Community Oriented Policing System, themes were created as follows: Adequate Personnel and Resources, Police Visibility and Approachability, and Ensuring Consistency and Continuous Improvement. |
