India’s Growth Paradox: Skewed Sectoral Development and Employment Challenges

| Abstract | Indian economy has witnessed the rapid GDP growth over the past 15 years but it has also observed a persistent paradox i.e. the country’s striking growth has not been matched by an equally robust rise in employment opportunities. This phenomenon of jobless growth has raised deep concerns among economists, policymakers, and social scientists. Although the services sector has grown substantially and contributed significantly to national income, labour-intensive sectors such as manufacturing and agriculture have not achieved comparable growth, resulting in limited job creation. As a result, large segments of the population continue to face unemployment, underemployment, or engagement in low-paid informal work. Persistent gender disparities in employment further aggravate the challenge in both rural and urban areas. The present paper analyses India’s unemployment trends from 2017 to 2024, identifies the key structural causes of rising unemployment, and evaluates major government initiatives aimed at addressing the unemployment problem. It also proposes pathways for fostering more inclusive and employment-intensive growth, including strengthening manufacturing capabilities, enhancing skilling ecosystems, promoting labour-intensive industries, modernizing agriculture, and bolstering MSMEs. The study also discusses various sectors that can contribute in generating more employment opportunities. |
