Abstract In the rapidly evolving industrial landscape of Jalgaon, a prominent Tier 2 hub for manufacturing and agriculture-based industries, small-scale enterprises are facing unprecedented challenges in retaining talent and achieving productivity. Traditionally, these organizations have relied on Human Resource Management (HRM), a reactive, administrative approach focused on payroll, compliance, and basic record-keeping. However, the modern competitive environment demands a shift toward Human Capital Management (HCM), which views employees not as a cost to be managed, but as a strategic asset to be developed.
