| Abstract | Adequate education has been demonstrated to have the capacity to reduce poverty, advance technology, improve healthcare and educational services, provide students with a foundation upon which to build, ensure sustainable development and empower underprivileged populations (World Bank, 2005). It is evident that Information and Communication Technology (ICT) has the potential to significantly enhance the quality of education. Nevertheless, the successful implementation of ICT necessitates the formulation of a strategic plan. The evidence indicates that the mere introduction of computers into educational establishments is an insufficient means of influencing student learning outcomes. It can be argued that the implementation of specific applications of ICT can positively impact student knowledge, skills and attitudes, as well as teaching practices, school innovation and community services (Wagner et al., 2005). The education system in the Democratic Republic of Congo (DRC) has not undergone sufficient reforms to diverge from the structure established by colonial rulers. However, the World Bank Report (2008) indicates that the traditional education systems in many African countries were not designed with the objective of empowering Africans. |
