Mass Upsurge of 1969: A Historical Analysis of the Background and the Causes

Abstract The Mass Upsurge of 1969 was directed against the Ayub regime’s political elitism, economic exploitation, and provincial colonialism. The movement’s leaders sought democracy, provincial autonomy, equity, universal franchise, and, ultimately, Ayub Khan’s resignation. The movement organized anti-government forces and laid the groundwork for the 1969 Mass Upsurge. The movement’s origins trace back to November 1968, and its main center was in West Pakistan. From January 1, 1969, the center of the movement shifted to East Pakistan, especially Dhaka, and evolved into the Mass Upsurge. The movement concluded with Ayub Khan’s resignation on March 25, 1969. The purpose of the article is to explore why the Mass Upsurge of 1969 took place in Pakistan and to investigate how the events of November and December 1968 created the background for the Mass Upsurge. Primary and secondary sources have been used to write the article. Descriptive and analytical methods, under qualitative approaches, have also been employed.
